Rationale and Purpose

Nowadays, there has been an increasing effort by many universities to produce more legal personnel with expertise in public law. However, most of programs being offered are of the master's degree level, which requires a relatively long study period of at least 2 years. This effort may not be able to meet the demands of various organizations that require public law at work, and may not meet the needs of legal practitioners who may not wish to pursue any postgraduate study because its procedures and requirements are more sophisticated than a long-term training course.

  Upon recognizing the importance of higher education institutions’ role as a source of academic and practical knowledge for legal personnel in both public and private sectors who needs to be equipped with public law knowledge and relevant skills for appropriate and equitable practice, NIDA’s Graduate School of Law responsible for graduate-level law education has then conceived its brainchild called "The Certificate in Advanced Administrative Law and Administrative Procedure", whose aim is to increase knowledge and experience among legal personnel in various organizations for practical and efficient work in public law, administrative law, administrative court procedures, and administrative cases, including the juristic method.

Objectives

  1. To develop knowledge of administrative law, administrative court procedures, and administrative cases as a basis for real-life and effective practice
  2. To enhance theoretical and practical knowledge and understanding of administrative law, administrative court procedures, and administrative cases, and to broaden one’s experience accordingly
  3. To develop knowledge and experience in public law and the juristic method in public law for legal careers

Course Management System

This course is held only on Saturdays and Sundays during 09.00–16.00 hrs.

Free Application Fee: 500 baht

Free Domestic Study Tour Fee: 5,000 baht

  • For Non-Law Graduates: Trainees without a Bachelor of Laws degree, or its equivalent, are required to complete an additional 30 hours of training prior to starting the main course. This preparatory training is offered free of charge. 
  • Discounts: Officials from all types of government agencies, state enterprises, as well as alumni and present students or personnel of the National Institute of Development Administration, are eligible for a discount of 4,000 baht (split as 2,000 baht per semester).

     Included in the Registration Fee:
- Study tour expenses
- Lunch, snacks, and drinks
- Training materials for the entire duration
- External activities

Qualifications of Applicants

  1. Educational Background: Applicants should have a bachelor's degree from either a domestic or foreign institution that is accredited by the Civil Service Commission.
  2. For Non-Law Graduates: Those without a Bachelor of Laws degree or its equivalent are required to complete an additional 30 hours of basic training before commencing the main course.
  3.  Selection Process: All trainees must undergo and pass a written test and interview. The selection will consider:
    - Knowledge and skills
    - Readiness for training
    - Educational background
    - Work history

Program Structure

This course consists of 6 subject groups. It is divided into the theory-based sessions of 294 hours and the practice-based sessions of 33 hours, totaling 327 hours as follows:

Subject Group 2 General Administrative Law 138hours 
Subject Group 3 Law on the Organization of State Administration 15hours 
Subject Group 4 Law on Administrative Court Procedure 63hours 
Subject Group 5 Specific Administrative Cases 42hours 
Subject Group 6 Practice-based Training 33hours 
The applicants without a law degree or an equivalent degree in law are required to attend additional 30-hour training sessions before starting the course. In this case the total duration is 357 hours.

Lecturers

This course is taught by highly qualified university lecturers with specialized knowledge and expertise in public law, administrative law, and administrative cases who have experience in administrative justice system. These lecturers have officially accepted our school’s invitations to give lectures in this course.

Evaluation and Completion of the Training Course

  1. Participants must attend the whole training course with at least 80% of the total class time in each subject group in order to be eligible to take the exam in such subject group.
  2. Participants must pass both theory-based and practice-based exams with a score of not less than 60%, according to the criteria set by the course administrative committee.

The course participants who have met all the criteria and passed the evaluation criteria in Items 1) & 2) above are considered qualified to receive the certificate certifying that they have passed the training course called “Certificate in Advanced Administrative Law and Administrative Procedure”.

Note: In case any course participant fails to pass the exam, he/she can register for the exam again upon the fee being waived. Anyhow, the date and time of any new exam are to be specified by the course administrative committee.
